Delhi Development Authority (DDA) Housing Scheme

The Delhi Development Authority was incepted in 1957 with the aim of developing Delhi in a balanced and systematic manner.

In 2020, the DDA plans to launch the Housing Scheme 2020 which would include more than 5000 flats and houses to the Low Income Group (LIG), Middle Income Group (MIG), and High Income Group (HIG). These residential units will be spread across Narela, Dwarka, and Jasola. It has also planned Asia's largest residential complex called Rohini that will be spread over 3,497 hectares of land.

It is also developing a self-contained sub-city called Dwarka with residential units, hospitals, schools, a university campus, etc. It has also completed the construction of 6 flyovers in the city that will facilitate smoother flow of traffic. A shopping area called Janta Market has also been completed with 15 more such sites in progress.

In the sports arena, it has built an 18-hole public golf course and 12 sports complexes for both indoor and outdoor sports. For industrial development, more than 12,000 units have been created within numerous industrial areas in the city.

DDA Housing Scheme Eligibility

The eligibility criteria for the DDA Housing Scheme is as follows:

  • Citizen of India
  • Minimum 18 years of age
  • Who does not own, or whose spouse/dependent children do not own a residential unit that exceeds 67 sqm or a house/built up flat that exceeds 67 sqm in Delhi Cantonment or in urban Delhi/New Delhi, which is either on full or part freehold/leasehold basis
  • Must have PAN
  • If applying for EWS flat, income should not be more than Rs.1 lakh per annum.

Step-by-Step Process to Apply Online

These are the steps for filling in the application form online:

  • Visit the website of DDA Housing Yojana (EWS Flats)
  • The applicant should register by entering information such as name, mobile number, email address, date of birth, and PAN
  • A user ID and password will be sent to the registered email address
  • Visit https://dda.gov.in/housing/housing-scheme  for online submission of the form
  • Access the online application form by logging in using the user ID and password that was sent to the registered email address
  • Fill in applicant's personal details and that of the joint applicant
  • Fill in the correct category and desired location
  • Upload the scanned image of the signature and photograph of applicant and joint applicant (if any)
  • Read the contents of the declaration statement at the end of the page
  • Click the check box for having read the declaration
  • Click on the Draft Submit or Final Submit button as desired
  • A submission screen will appear that shows the details of the submission date, application form number, and registration amount
  • Click on the button for Final Submit of application form
  • Make the payment required through NEFT/RTGS or netbanking on the next screen or on the left side of the website
  • When payment is successful and complete, an acknowledgement slip with payment details will be displayed

DDA Refund of Application Money

These are the refunds available:

  • From the draw date to the 15th day from the date of issue of the allotment/demand letter: No refund
  • From the 16th till the 30th day from the date of issue of the allotment/demand letter: 10% of the application fee
  • From the 31st till the 90th day from the date of issue of the allotment/demand letter: 50% of the application fee
  • After 90 days from the date of issue of the allotment/demand letter: 100% of the application fee

DDA Housing Allotment / Draw Method

The allotment of flats is based on a computerised draw that is based on the Random Number Indicated Technique. There are three stages which are as given below:

  • Randomisation of flats and applicants: Random numbers are allotted to each applicant and flat. These are then printed and called Cross Reference of Applicants and Cross Reference of Flats respectively. These are shuffled and checked by judges who then put their initials on them to confirm that it has been randomised.
  • Picking the lucky numbers: Boxes with numbered coins 0 to 9, with one box for each digit, are placed before the judges. The number of boxes depends on the number of digits in the total number of applicants and flats. The starting number for the applicants is called the Lucky Number of Applicants and the starting number for flats is called the Lucky Number of Flats. The judges pick up one coin from each box. The number that is formed by the coins picked up from the boxes for flats and boxes for applicants are taken as the lucky numbers.
  • Mapping of flats and applicants: The lucky numbers for the flats and the applicants are listed on paper and signed by the judges. These are fed into the computer which then maps the applicants and flats and makes the allotment. Physically handicapped applicants are allotted first as the ground floor is reserved for them.

When and How to Pay for DDA Flats

You can pay for DDA flats by generating an e-challan and making the online payment on the DDA Official payment website. The payment can be made through netbanking/NEFT/RTGS.

The payment should be made within 90 days of the date of issuance of the demand/allotment letter.

Ways to Pay for DDA Flats

  1. Cash payment has to be made through net-banking/NEFT/RTGS from the allottee's accounter through a specified family member's account.
  2. A housing loan can be availed by mortgaging the flat to institutions recognised by the DDA
  3. Individuals with disabilities have the option of paying either through cash down or through instalments.

Benefits of DDA Housing Scheme Under PMAY

Under the Pradhan Mantri Awas Yojana - Housing for All (Urban), the Credit-Linked Subsidy Scheme can be availed by eligible allottees of the DDA. The benefits of the PMAY are as given below:

  • For EWS and LIG category, for loan of up to Rs.6 lakh, upfront subsidy of 6.5% p.a. on interest
  • For MIG-1 category, for loan of up to Rs.5 lakh, upfront subsidy of 4% p.a. on interest
  • For MIG-2 category, for loan of up to Rs.12 lakh, upfront subsidy of 3% p.a. on interest
  • For EWS category beneficiary, for the construction or enhancement of new house, up to Rs.1.5 lakh central assistance
  • Interest subsidy will be credited to beneficiary loan account
  • Benefits for a maximum 20-year tenure
  • Support for EWS and LIG category for the construction/acquisition/repurchase/enhancement up to 30 sqm. for EWS and 60 sqm. for LIG
  • Support for MIG category for the construction/acquisition/repurchase/up to 160 sqm. for MIG-1 and up to 200 sqm. for MIG-2

  • How will I get to know when the DDA schemes are announced?

    DDA announces the launch of its schemes on the DDA website and by publishing of notices in all leading publications.

  • Can I get a flat in my choice of locality and also floor?

    You can get a flat in your choice of locality, but the choice of floor is not possible. Also, the ground floor flats are reserved for the physically disabled.
