Step-by-Step Guide on How to Apply for Transfer of Vehicle Ownership in Kolkata

These are the stages in the process of vehicle ownership transfer:

Stage 1 - Obtain a No Objection Certificate (NOC) from the traffic department

This is applicable if the buyer and seller are residing in different RTO jurisdictions in the city. If the car is not registered in the state of West Bengal itself, then it will have to be de-registered in the state where it is currently registered and then the process of transfer of vehicle ownership can be initiated.

If you have to get an NOC from another state, then submit the duly filled in Form 28 to the original RTO. Also, you must obtain a Form 29 from the same RTO.

If the vehicle is registered in Kolkata but not in the RTO where you reside, then you will also have to obtain an NOC from the original RTO before you initiate the transfer of vehicle ownership process.

Stage 2 - Submit the required documents at your RTO

4. NOC from the bank if vehicle was bought with a loan
5. Form 20
6. Form 27

8. Form 60 or Form 61

    3. Pollution Under Control (PUC) Certificate
11. Passport-size photos of the applicant

Stage 4- Payment of fees

Once you have made the payment of the required fees the transfer at the RTO, the ownership will be transferred within 30 working days.

Stage 5 - Re-Registration following an interstate transfer if the car is from another state

To re-register a car from another state, it has to be de-registered first. Here are the documents required for re-registration:

1. Original RC
2. NOC from the previous RTO
3. NOC from the bank if the car was bought with a loan
4. Form 20
5. Form 27
6. Form 33
7. Attested copy of address proof
8. Attested copy of the owner's valid driving license
9. Attested copy of PUC Certificate
10. PAN Card
11. Form 60 or Form 61
12. Passport-size photos of the applicant

The new registration number will be allotted within 30 working days of submitting the above-mentioned documents.

Step 5 - Payment of Road Tax

If the second-hand car was not registered in West Bengal, you will need to pay the road tax to the local RTO, which is calculated on the basis of the original invoice. This can also be claimed as a refund if you had already paid road tax in the original state. The refund amount is calculated on the basis of the vehicle's age.
